The Cedar River at Cedar Rapids, Iowa, is expected to crest at 23 feet on Tuesday, Sept. 27.
According to multiple reports, that is 7 feet above the level that produces major flooding. Residents in 5,000 downtown-area homes have been asked to evacuate.
All of the downtown-area bridges were closed, as were all of the Interstate 380 ramps into the downtown area.
