The Federal Motor Carrier Safety Administration is requesting public comments on a proposed form relating to insulin-dependent diabetes. The agency is anticipating a final rule bringing to an end the blanket ban against insulin-dependent diabetic individuals’ operation of commercial motor vehicles in interstate commerce.
The agency is required to submit an Information Collection Request to the White House Office of Management and Budget for its review and approval when considering a change to information collection. The agency previously published a Notice of Proposed Rule-making in 2015 on insulin-dependent diabetes and received public comments and recommendations by its Medical Review Board. Based on the MRB’s analysis and recommendations, FMCSA is considering replacing the previously proposed written notification from the treating clinician with a form titled “Insulin-Treated Diabetes Mellitus Assessment Form” to be completed by the TC and provided to the certified medical examiner. This form could be required for CMV drivers treated with insulin for diabetes who wish to drive in interstate commerce.
